They want their own 'webhosting' to be less about public-use websites and more about businesses (ie intranet. "Portal" is a way of 'rebranding' the whole idea of web hosting. (so you cannot have a website on Microsoft webservers anymore) Many years ago, Microsoft to used to provide web hosting, just like everybody else, but within the last several years, they dropped their own provision of web hosting. I contact TechSoup and they tell me that they only approve nonprofits and that we are approved. I called Microsoft and they referred me to TechSoup. At the moment I only orderd Microsoft 365 Business Basic and never Office 365 E1 and we have 250 employees. The only Office 365 E1 version I can order is the volunteer offer for real money.
